State Budget Update

The latest step in the process of crafting a spending plan for fiscal year 2013-14 took place Monday, June 3, when the House Appropriations Committee passed House Bill 1437, the proposed state budget legislation. The bill, which does not increase taxes, includes a responsible spending increase of 2.1 percent.  

Under this proposal, K-12 education would be increased to record levels, which continues the support for basic education shown by the current administration from day one. House Bill 1437 would also support our state library system through an 18 percent increase for the Library Access program, which allows sharing of more than 22 million titles.

Job growth is a priority for me, and House Bill 1437 would allocate $5 million for career-oriented training programs to prepare workers with the skills employers need. It would also assist veterans looking for employment by creating a pilot program through Pennsylvania Work Force Investment Boards.

House Bill 1437 also addresses the health and safety of our residents, through the hiring of 300 new state troopers.  It includes a $20 million line item to further reduce the waiting list for individuals with intellectual disabilities who are in need of special care, and increases support for autism intervention. Additionally, more than $60 million in lottery funds would be used to expand home and community-based services for seniors and long-term senior care.

House Bill 1437 is scheduled to be taken up on the House floor the week of Monday, June 10, and will then be considered by the state Senate. I fully anticipate the bill being passed by both chambers and signed into law before the July 1 deadline.
