Smaller Government, Better Government?

The Pennsylvania General Assembly is the second largest and second most expensive legislature in the country. With a cost to taxpayers of more than $300 million, the question of whether or not smaller government equals better government is again up for discussion.

The state House recently passed two bills that could reduce the size of the state Legislature. House Bill 1234 would decrease the number of House districts from 203 to 153. House Bill 1716 would reduce the number of state Senate districts from 50 to 38. Both bills may now be taken up in the Senate, which has yet to assign them to a committee.

Saying these bills “could” reduce the size of the Legislature is correct. Getting this accomplished means having to amend the state Constitution. For that to happen, the bills must pass two consecutive sessions. In this case, the Senate would have to pass them in 2014, and they would then have to pass both chambers in the 2015-16 session.

At that point, they would be placed on the ballot of the next statewide primary, general or municipal election for YOU to decide. That’s right, Pennsylvanians would decide whether or not they want smaller state government.

For the record, I am co-sponsoring both bills and voted in favor of them when they came to the floor. Not everyone agrees with me, though. Some in rural areas of the state think larger House and Senate districts will give them less of a voice in Harrisburg.
